A long-term ally of law enforcement, Dave started his career at the Securities and Exchange Committee as an Enforcement Attorney, collaborating with the FBI to prosecute financial fraud, and as a State Senator, he has staunchly supported police by authoring bills on retail theft, public transit safety, and domestic violence support, and securing $1 million for local police funding.

Scott Baugh’s Record of Opposing Law Enforcement
As Chairman of the Orange County Republican Party, Baugh used his position to try to defund the police by instituting a rule that any Republican candidate who supported the police unions would automatically be barred from the party’s endorsement.
Today, while claiming to "back the blue," Baugh is backed by extremists on the Republican Study Committee whose budget proposal, aims to defund the Community Oriented Policing Services (COPS) Program, revealing a disconnect between his rhetoric and the reality of his legislative priorities. Meanwhile, Baugh’s colleagues in the House GOP have proposed a staggering $17 billion in cuts to federal law enforcement, courts, and prisons that support public safety.
Baugh began his career as a corrupt State Assemblymember, engaging in campaign finance fraud, perjury, and obstruction of justice, which led to his being indicted for 22 criminal charges (including 4 felony counts).
As Chair of the Orange County Republican Party, Scott Baugh oversaw a scheme to commit rampant voter fraud by illegally registering voters, a scheme that led to a dozen felony counts against GOP staffers.

California’s 47th is an open Congressional District in Orange County that includes the Cities of Costa Mesa, Huntington Beach, Irvine, Newport Beach, and Seal Beach, and portions of Laguna Beach, Laguna Hills, and Laguna Woods. Incumbent Katie Porter is vacating the seat to run for U.S. Senate. In 2022, Porter defeated former Assemblymember Republican Scott Baugh by 3.44% in this “toss-up” district. State Senator Dave Min currently represents over 80% of Congressional District 47 in Sacramento. In 2020, Min received over 158,000 votes within CA-47, defeating incumbent John Moorlach by 5.15% in this area. 19% of the registered voters in CA-47 are of Asian and Pacific Islander descent, including one of the largest Korean-American populations in the country.
