Before entering politics, Dave Min had an accomplished career delivering for progressive priorities. After graduating from the Wharton School of Business and Harvard Law School, he began his career as an enforcement attorney at the Securities and Exchange Commission, turning down lucrative private sector job offers in order to hold Wall Street accountable in the aftermath of the Enron and Worldcom accounting scandals. 

Dave went on to serve as an economic and financial policy advisor for US Senator Chuck Schumer, as banking counsel for the Joint Economic Committee, and as an economic policy director at the Center for American Progress, before returning to California to become a faculty member at UC Irvine School of Law, where he taught and researched in the areas of business law. 

His wife, Jane Stoever (a fellow Harvard Law alum), is also a professor at UCI Law, where she teaches Family Law and runs the Domestic Violence Clinic. Dave and Jane live in Irvine, and their three young kids attend Irvine public schools. 

Dave was considered one of the country’s leading experts on banking and housing policy, and testified six times before Congress on these issues. His work was featured in leading national media outlets including the New York Times, the Wall Street Journal, and the Los Angeles Times, and he was a regular guest on TV and radio including CNBC, MSNBC, and NPR.

As Our State Senator

Since being elected to represent Orange County in the California State Senate, Dave Min has been a national leader on key progressive issues like gun violence prevention, the climate emergency, and reproductive rights. He currently is Chair of the Senate Natural Resources and Water Committee; and also serves on the Judiciary Committee, the Banking and Financial Institutions Committee, the Budget Committee, the Budget Subcommittee on Education, and the Energy, Utilities and Communications Committee. As Orange County’s State Senator, Dave Min has:

  • A 100% rating from NARAL and Planned Parenthood.

  • Enacted first-in-the-nation gun legislation to end gun shows on all state property (SB 915) and to require that gun dealers have proper training and surveillance protocols to prevent fraudulent sales and theft (SB 1384 (2022) and SB 241 (2023)).

  • Been a climate warrior. As Chair of the Senate Natural Resources and Water Committee and a member of the Environmental Caucus, Min authored legislation to end offshore oil drilling, preserve and expand our protected open spaces, and aggressively decarbonize our economy.

Dave Min has also been a champion on other key issues.

  • Fought for small businesses by passing SB 87, the Small Business Relief Grant Program, which allocated $4.1B in relief grants to small businesses suffering due to the COVID-19 pandemic, and authoring SB 666, which seeks to limit or address predatory lending targeted at small businesses.

  • Defended reproductive freedom as an author of California's successful Proposition 1 in 2022, which amended the Constitution of California to explicitly guarantee access to abortion and contraception.

  • Protected survivors of domestic violence, passing five DV bills into law (with another three pending this year), including first-in-the-nation laws that recognize reproductive coercion as a form of domestic violence and provide DV survivors with the ability to cancel coerced debt they took on because they were threatened by their abusers. 

  • Stood loudly and forcefully against hate of all kinds, denouncing and addressing anti-Asian hate, anti-Semitic hate, anti-Muslim hate, anti-Black hate, and anti-LGBTQ+ hate, including by leading over 200 anti-hate events, authoring two key bills to address harassment on public transit, and helping to pass the API Equity budget, which allocates $156.5 million to over 80 nonprofits aimed at increasing AAPI representation and confronting hate crimes against AAPI communities.

Senator Min has been a key advocate for Orange County’s local priorities, bringing back nearly $70 million for infrastructure projects and improvements, including $20M for the Jeffrey Open Space Trail (JOST) in Irvine, $16.95M for the Orange County Fire Authority, $15M for the ALERT Wildfire Camera Program statewide, and $10M Costa Mesa Park upgrades. In this year alone, Min has successfully procured:

  • Nearly $1 million for the Irvine Police Department to purchase vehicles.

  • $1.6 million for the City of Newport Beach for a trash interceptor for the San Diego Creek.

  • $1,225,000 for the City of Laguna Beach for the rehabilitation of the Moss Street Beach Access.

  • $2,000,000 for the Pacific Symphony Education and Community Enrichment Programs

  • $250,000 for Orange County Museum of Arts for support of Educational Public Programs.

  • $350,000 for the City of Huntington Beach to support the Huntington Beach Ride Circuit Shuttle Program.

  • $1,100,000 to the City of Huntington Beach to support Operations of the Navigation Center for homeless individuals.

  • $1,000,000 for the University of California, Irvine to support the Inclusive, Diverse, Equitable, and Able Leaders for Water program.

  • $950,000 for Orange Coast College Foundation for replacement of Early Childhood Lab School outdoor classroom equipment.

  • $300,000 for the City of Laguna Beach for the construction of a dog play area at Moulton Meadows Park.

  • Additional funding which Senator Dave Min helped secure:

    • $30 Million for OC Food Bank

    • $25 Million additional for Fire Technologies

    • $15 Million for Homelessness and Housing

    • $8 Million for Banning Ranch

    • $1 Million for Tustin Generator

Senator Min has been a remarkably effective legislator. He has:

  • 9 bills signed by the Governor in 2021, including SB 264, which banned gun shows at the Orange County fairgrounds and has served as a model for banning gun sales on all state property throughout California.

  • 8 bills signed by the Governor in 2022, including SB 863, which better equips government agencies to better investigate domestic violence incidents, and SB 1161, which aims to end harassment on public transportation, specifically towards AAPI individuals.

  • 12 bills pending in 2023, including SB 559, which would end offshore oil drilling under existing leases in California state waters.

  • Hosted hundreds of community events, listening sessions, and forums, including roundtables with community stakeholders; workshops ranging from small business resources to preventing scams against seniors; meet & greets with local organizations and community partners; and annual events celebrating the diversity of California.
